Advancing AI Policy for Local Industries Japan-ASEAN Partnership on Ethical AI Governance and Digital Transformation
Executive Summary
This proposal outlines a collaborative initiative to establish ethical, actionable, and sustainable AI policy frameworks tailored to the industrial and socio-economic realities of ASEAN member countries. Leveraging Japan's leadership in AI governance and ASEAN's emerging digital transformation needs, this program fosters multilateral collaboration and strategic knowledge sharing to ensure the responsible adoption of AI across key sectors.
Background and Rationale
While ASEAN countries are accelerating their digital transformation, significant gaps remain in AI governance, transparency, and sustainability. Japan's "AI Guidelines for Business Ver1.0" provides a mature reference point for developing contextualized policy frameworks tailored to ASEAN industries. This project will serve as a blueprint for responsible, inclusive, and ESG-aligned AI governance across the region.
Project Objectives
Promote ethical AI governance by localizing Japan’s AI guidelines.
Facilitate cross-border knowledge exchange to accelerate AI adoption.
Align AI policy development with ESG and sustainability goals.
Establish a lasting Japan-ASEAN multilateral policy consortium.
Generate research, policy benchmarks, and digital knowledge hubs.
Proposed Activities
Six policy benchmarking workshops across ASEAN countries with 30 curated participants per country.
Half-day regional conference and online policy hub launch.
Roundtable discussions with ASEAN SOEs and industry chambers.
Publication of AI governance briefs and best practice showcases via ASEAN-BAC.
Continuous academic collaboration and review via Keio University.
